In order to ensure efficient work, and to give legal entities adequate time to prepare the required documentation, which will be requested for review during the announced controls of hospitality establishments and nightclubs, we take this opportunity to clarify what exactly falls within the scope of this control.
Many times, the required documentation for inspection supervision is not available within the establishment, resulting in prolongation of the procedure, and the intention of this authority is to minimize disruptions of the regular work of hospitality establishments as much as possible. Consequently, we invite legal entities to prepare the documentation in advance so that it is available to inspectors for review at the time of the inspection visit.
The primary aim of the inspection visits is prevention and timely rectification of possible irregularities, which could otherwise lead to unwanted incidents. In our opinion, this is in the best interest of legal entities. Every legal entity, as an employer responsible for implementing work safety measures, is obligated to examine work equipment and workplace conditions, ensure a sufficient number of first aid kits with medical supplies, train an adequate number of workers for providing first aid, rescuing, and evacuating in case of danger, and train workers for healthy and safe work.
In terms of implementing fire safety measures, establishments are required to have a sufficient number of fire extinguishers, which must be regularly inspected. Depending on the size and capacity, they also must have a specified number of exits, and emergency lighting must be functional. Additionally, workers must undergo fire safety training so that in the event of an incident, they can respond properly by safely evacuating and taking other measures to prevent the spread of fire. Various installations within establishments must be periodically tested by a licensed company, as well as functional, which is specifically important regarding ventilation systems.
As needed, inspectors from the local self-government unit, in coordination with republic inspectors, will participate in the inspection control. Likewise, in accordance with legal authorization, the inspection controls will also include inspectors for explosives and fire safety from Republic of Srpska Ministry of Internal Affairs. They will implement preventative measures for legal entities and provide guidance on the use of pyrotechnics in enclosed spaces, including whom to contact for a permit, and whom to hire for handling pyrotechnics.
We remind you that, during the upcoming period, the Republic of Srpska Inspectorate, in cooperation with Republic of Srpska Ministry of Internal Affairs, will conduct targeted inspections of the fire safety measures implementation and the use of pyrotechnics in hospitality establishments across the Republic of Srpska, with a particular focus on nightclubs and discotheques.
