46 inspections of nightclubs

As part of the implementation of the announced inspections of nightclubs, the competent inspection bodies, in cooperation with the Ministry of Internal Affairs of the Republic of Srpska, conducted 46 inspections across the entire Republic of Srpska last week. The controls encompassed various areas, such as occupations safety, fire safety, and the facility’s compliance with technical documentation requirements.

When necessary, the inspections involved local self-government unit inspectors, in coordination with republic inspectors. Different types of irregularities were identified in 33 inspections; however, it is important to emphasize that these were not cases where deficiencies or risks were found that could lead to the outbreak or spread of fire. The identified irregularities mostly related to the lack of regular periodic testing of various installations (such as lighting rod installations and hydrant network), the failure of inspected businesses to draft a Rulebook on fire safety regulations, to provide all workers with fire safety training, or to appoint a person responsible for implementing fire safety measures.

In a few cases, evacuation exits leading to open space were not adequately passable due to the storage of various equipment and packaging in that area. Similarly, in a smaller number of cases, the direction in which the doors opened was not properly set. It was necessary to adjust them so they could open in the direction of the exit, ensuring unobstructed evacuation from the facility in case of emergency. In the implementation of occupational safety measures, the identified faults mostly related to the employers’ failure to draft a Risk Assessment Document for all workplaces, provide occupational safety training for all workers, provide first aid kits, and appoint a person responsible for carrying out occupational safety tasks. In all cases, corrective measures have been ordered to eliminate the identified irregularities, and so far, there have been no cases of extreme violations that would require the pronouncement of highly repressive measures.

Inspections will continue in the upcoming period, and the public will be timely informed of the results, in accordance with legal possibilities, taking into account the prescribed procedures involved in inspection supervision. Inspection controls have their own legally defined steps and deadlines that must be respected, which implies a certain duration, i.e. these procedures cannot be completed within just a few days.  We remind you that the purpose of these inspections is to prevent and timely eliminate any irregularities that could lead to unwanted incidents, which are also the principles of regular inspection supervision which is conducted throughout the year.
