During the upcoming period, the Republic of Srpska Inspectorate, in cooperation with Republic of Srpska Ministry of Internal Affairs, will conduct targeted inspections of the fire safety measures implementation and the use of pyrotechnics in hospitality establishments, with a particular focus on nightclubs and discotheques.
The aim of the inspections is to prevent and timely address any possible irregularities that could potentially lead to unwanted incidents, such as the tragedy that occurred in North Macedonia last weekend. We remind you that in 2012, the Republic Fire Safety Inspection, in cooperation with Republic of Srpska Ministry of Internal Affairs, conducted targeted controls to assess compliance with fire safety requirements in nightclubs and discotheques across the Republic of Srpska. At that time, approximately 150 inspection controls were conducted, and work prohibitions were imposed on 28 establishments.
At that time, work prohibition measures were imposed due to architectural deficiencies around exits/entrances, horizontal and vertical signs for efficient evacuations, and technical deficiencies in installations and equipment within establishments. Subsequently, there ensued the adjustment of rooms in those establishments, breaking down walls, and the creation of emergency exits where required by technical regulations, which is why a large number of businesses rectified these deficiencies within a short time. Those who were not technically able to implement the necessary alterations in their establishment in accordance with the required regulations ceased their business activities. After this action, follow-up inspections focused on periodic reviews of the established conditions and their maintenance at the prescribed level.
The Republic Fire Safety Inspection Sector has seven inspectors who supervise all facilities of economic and non-economic activities, such as medical facilities, educational and cultural institutions, catering establishments, various production facilities and plants, collective housing facilities (nursing homes, dormitories), and others. In the past year, the Republic Fire Safety Inspection Sector conducted 1,044 inspections, of which 395 were found to have irregularities. With the aim of eliminating identified oversights, 335 administrative measures were imposed on entities, while 56 minor offence orders were issued due to committed violations. The identified irregularities mostly related to the failure to implement fire safety measures through the enactment of normative protection documents, irregular maintenance of installations and equipment according to technical regulations and standards, the appointment of a responsible person for carrying out fire safety measures, and the training and testing of workers’ knowledge of fire safety measures.
