Reduction of corruption based risks in the work of inspection services

The Republic of Srpska Inspectorate and the Union of Employers’ Associations of Republic of Srpska signed a Memorandum on cooperation with the aim of improving mutual relations, in order to more efficiently achieve common goals and interests related to the optimal functioning of the inspection system, reduce the risk of corruption during inspections and improve business conditions.

 

The memorandum stipulates:

 

  • to continuously conduct activities on educating employers on the possibilities of the advisory role of the Inspectorate,
  • that the Inspectorate submits to the Union quarterly statistical-analytical reports on the number of performed inspections of employers, their territorial distribution and types of measures imposed,
  • that the signatory parties will consider the need and take the initiative to amend the regulations in the field of inspection surveillance in order to eliminate ambiguities, outdated provisions, conflicts of jurisdiction, etc.,
  • appreciating the common interest of the parties in preventing abuse, corruption and negative trends related to inspections, the parties will, in cooperation with other institutions, initiate the adoption / amendment of regulations that will enable better control and elimination of negative phenomena and trends;
 
 Within the project Reduction of Corruption Risks in the Work of Inspection Services in Republic of Srpska, the Union of Employers’ Associations of Republic of Srpska in cooperation with the Inspectorate of Republic of Srpska prepared a brochure on the rights and obligations of business entities and inspectors during inspections.

The brochure contains an overview of basic information, rights and obligations of both the subject of inspection and the inspector, and the procedures during the inspection. This publication covers the following:

 

  • rights and obligations of the inspector and the subject of inspection during the inspection, the procedure of inspection surveillance
  • legal means,
  • suspensive effect of the appeal,
  • forced execution of the decision,
  • taking samples for laboratory analysis,
  • marking prohibitions in the inspection procedure,
  • handling of goods seized in the inspection procedure,
  • misdemeanor procedure
