THE REPUBLIC OF SRPSKA INSPECTORATE

History

The Administration for Inspection Affairs of the Republic of Srpska – the Republic of Srpska Inspectorate was formed by the Law on Inspections in the Republic of Srpska which came into power on 24th of December, 2005. The Inspectorate began working de jure on 1st of January 2006, and de facto on 1st of March 2006.


By the Law on Inspections in Republic of Srpska, 10 Republic inspection sectors from seven line ministries and one administrative organization of the Republic of Srpska Government were added to Republic Inspectorate, , and in 2008, two more inspection sectors from 2 line ministries were added to the Inspectorate via amendments on the law. Following the new Law on Inspections (“Official Gazette of Republic of Srpska”, number: 74/10) one new sector was formed, and now a total of thirteen republic inspection sectors controlling the implementation of around 160 laws and over 700 bylaws in 30 areas of inspection surveillance serve under the Republic Administration for Inspection Activities. For the purposes of conducting inspection surveillance in foreign trade, market, phytosanitary, health and food inspectors are present of 14 border crossings, i.e. customs offices in the Republic of Srpska.


The Republic of Srpska Inspectorate is an independent republic authority which deals with administrative works of general importance for the Republic of Srpska. The role of the Inspectorate is to, by conducting inspection, administrative, expert and other activities, encourage social discipline in following laws and other regulations. The surveillance of the work of the Inspectorate is conducted by Republic of Srpska Government, and the Inspectorate submits reports to the Government annually.


The Republic of Srpska Inspectorate is organized following the functional principle with inspection sectors as its basic units, and for the sake of efficient and direct performance of inspection surveillance on the Republic of Srpska territory, alongside the administration in Banja Luka, six more Regional Departments were formed located in Banja Luka, Prijedor, Doboj, Bijeljina, East Sarajevo and Trebinje.


The Republic of Srpska Inspectorate continuously works on improving the inspection system in the Republic of Srpska and its quality. From an institution that had no personnel or material infrastructure when it was formed, today the administration has its profile and appearance. Inspectors from the  Inspectorate conduct about 26.000 internal and about 120.000 foreign market inspections every year.


The Republic of Srpska Inspectorate promotes the prevention principle, more rational inspection surveillance, more uniformity in the inspection burden on the subjects of control, suppression of corruption and increase of transparency and publication of work. Great importance is given to the efficiency of inspections and the team work of inspectors. Synergy effect of the Republic of Srpska inspection system resulted in better, more comprehensive and more efficient inspection surveillance.


Strategic goals of the inspection surveillance are focused on growth of social discipline regarding regulations, the growth of the awareness of control subjects regarding the implementation of the regulations, rules and procedures, and developing culture of dialogue with social partners.


The effects of the work of inspection authorities are directly reflected in the increase of social discipline regarding the implementation of the regulations, and indirectly in economic and social development of the Republic of Srpska, improvement of social climate, economic, legal and political system improvements, and also in growth of budget and fund revenue.
