The Republic of Srpska Inspectorate in cooperation with three integrated international projects, USAID – SPIRA (Streamlining Permits and Inspections Regimes Activity), USAID – ELMO (Enabling Labour Mobility) and the World Bank – ARDP (Agriculture and Rural Development Project), has developed the Republic of Srpska Inspection Management System (IMS).
The Inspection Management System automates the inspection control planning processes by using the risk analysis and risk assessment methods, realisation processes of inspection visits by implementing the dynamic management model for documents, cases and processes, as well as the processes of office keeping management procedures.
The Inspection Management System involves:
– planning visits using risk analysis and assessment methods,
– inspection check lists as the central part of the system,
– creating inspection minutes electronically in the field on a portable computer and printer,
– electronic management of documents, cases and processes,
– office keeping management procedures,
– implementation of the electronic signature,
– creating reports on Inspectorate’s work,
– Inspectorate’s computer network (Regional Departments and offices at Border Crossings and Customs Branch Offices),
– electronic data exchange and interoperability.
The reports extracted from the Inspection Management System (IMS) will enable tracking of plan’s execution, assessment of how realistic the planning is, as well as the full access to information on the results of Inspectorate’s work.
The electronic knowledge database, which is created with the use of the system, is a good basis for preventive and corrective action, but also to identify those subjects of control that break the rules deliberately, which requires repressive measures.
Electronic exchange of data with authorities and organisations at the entity level and the agencies at the state level, Market Surveillance Agency, Food Safety Agency, State Veterinary Office and Administration for Plant Health Protection provides availability of necessary data and enables development of electronic registers that are specific for certain inspections.
All inspectors working in the Inspectorate have passed the ECDL computer skills training and were issued with laptop computers and mobile printers which they will use during inspection visits. The training in the use of the Inspection Management System has been realized by training a number of inspectors trainers from Regional Departments by the IT experts from the Planning, IT and Information Department at the Republic of Srpska Inspectorate, after which the inspectors trainers conducted training for other inspectors in the Regional Departments.
